Because Loras is not a POV character in the series, much of what we know about his personality is through his actions and the inner thoughts of other characters.

First and foremost, Loras is incredibly loyal to his family, the Tyrells. He loves his family, and while they're very politically minded, there's clearly a lot of love between them as well. He serves his family faithfully and without question, doing whatever is necessary to further the Tyrells' goals and more importantly, get his sister, Margaery Tyrell, to the throne. He is not as witty or as clever as his sister or their grandmother, Olenna Tyrell, but he plays his part well. His family, in return, seems to be equally supportive of him.

The Tyrells are a powerful family with quite a bit of wealth, and as a result, Loras is a bit spoiled. He's arrogant, as Jaime Lannister is quick to point out, but he has the skills to back it up. He quickly became one of the most celebrated knights in the Seven Kingdoms after unhorsing Jaime Lannister at the tender age of fifteen. He's worked hard to get where he is, having trained to be a warrior since he was a child, and though he's yet to actually be in a war, he would not hesitate to fight for a cause he believes in. His arrogance is mostly attributed to his youth, and in A Storm of Swords, Jaime sees a younger version of himself in Loras.

He's me, Jaime realized suddenly. I am speaking to myself, as I was, all cocksure arrogance and empty chivalry. This is what it does to you, to be too good too young.

"The Knight of Flowers" is a very fitting nickname. Loras has an eye for beauty, and he enjoys adorning himself in finery. He doesn't just wear nice clothes, oh no, he'll even decorate his armor for a tournament, and he enjoys the romantic gesture of giving a pretty lady a rose before fighting his opponent. Loras is very good at giving the illusion of being an honorable, gallant knight, and most of the time he is, but he's not above trickery. Sure, he unhorsed Ser Gregor Clegane ("The Mountain"), but that was largely because his mare was in heat, which disoriented Gregor's stallion. This incident, which happened fairly early on in Game of Thrones, is notable because it serves to show his capability for hypocrisy in A Storm of Swords. Here, Loras is quick to accuse the Lady Brienne of having cheated in her victory against him.

Aside from being very meticulous about his clothes and appearance, Loras is said to be very handsome, even beautiful, and he is adored by many women in King's Landing, including Sansa Stark.

Unfortunately for them, Loras only has eyes for one, and it's not a woman. His lover and constant companion was Renly Baratheon, and Loras was very much devoted to him. Their relationship is something of an open secret in Kings' Landing, with multiple characters making jokes or snide comments about their affair. When King Robert dies, Loras does not hesitate in supporting and encouraging Renly to stake a claim to the throne. He and the Tyrells prepare to fight for Renly's claim. Despite Loras' love for Renly, he is a practical man, and he is supportive of Renly's marriage to his sister, Margaery.

Loras isn't a terribly difficult man to read. He's something of an open book, and he makes no effort to hide his emotions. That being said, he has a quick temper and a great deal of pride, which serves as a reminder that he is still young and brash. If his mood is agreeable, however, he smiles easily, and speaks as politely as any young man at court.

Since Renly's death, however, Loras has smiled very little. When Renly is killed, he temporarily loses control of his emotions and kills two members of the Rainbow Guard in his moment of fury. He shows a lot of regret for his actions that day, which shows us that he is a man of compassion and sympathy.

Loras goes into a deep grieving when his king dies, and even though his family's alignment has shifted back to Joffrey, he does not hide the fact that he was and will always be loyal to Renly. Loras devotes himself entirely to his family, joining the Kingsguard to ensure that Margaery is kept safe under Joffrey's rule. Joining the Kingsguard serves two purposes: he can keep his sister safe from the king and his family, and as a member, he is no longer the heir to Highgarden. As an heir, he would have to marry a woman, something he has no intention of doing. Loras keeps a close eye on Margaery, never straying too far from her side.

"I shall have the finest knight in the Seven Kingdoms protecting me night and day, as Prince Aemon protected Naerys. So our little lion had best behave, hadn’t he?"

He has a very close relationship with his sister. They're practically mirror images of each other, and could easily be mistaken for twins. They take long walks together and confide in one another easily. Their closeness does not go unnoticed by Cersei, who wants nothing more than to do away with the both of them.

They could be twins, Cersei thought as she watched them. Ser Loras was a year older than his sister, but they had the same big brown eyes, the same thick brown hair falling in lazy ringlets to their shoulders, the same smooth unblemished skin. […] They were more alike than she and Jaime.

Although Loras is proud and stubborn, he will begrudgingly admit when he is wrong. His grief for Loras clouds his judgment, and he is quick to accuse Brienne of being the murderer, but when Jaime commands him to question and judge her fairly, he agrees. He is willing to listen to reason and logic over his own biased suspicions, and after questioning her, is convinced of her innocence.

Although Joffrey's death (which his family may or may not have had a part in) means that Margaery's marriage is nullified, Loras' service and loyalty to her does not waver. Tommen is not the monster Joffrey was. He's a sweet, gentle boy, and Margaery has no reason to fear him. The fact remains, however; there are still Lannister lions all around them that would love to see the Tyrells fall.
